Municipal Corporation Issues Strict Directions for Bulk Waste Generators, Emphasizes Decentralized Wet Waste Processing

Haldwani  The municipal corporation has issued strict directions for bulk waste generators under solid waste management norms. Under the new provisions, large institutions, markets, residential complexes, hotels, banquet halls, educational institutions, and other bulk waste producers will now be required to ensure segregation and scientific disposal of wet waste, horticultural waste, dry waste, sanitary waste, and special care waste generated on their premises.

According to the directions, wet waste should, as far as possible, be processed at the source itself. For this, decentralized arrangements will have to be developed through composting, biomethanation, or other approved technologies. Bulk waste generators that are unable to establish processing facilities on their own will have to obtain the necessary exemption from the local body and secure an equivalent Extended Bulk Waste Generator Responsibility certificate.

Municipal Commissioner Paritosh Verma said that banquet halls and hotel owners will have to transport their wet waste on their own. He added that the corporation’s objective is to ensure segregation at the source, reduce the burden on municipal transport systems, and promote more scientific waste disposal practices. He also made it clear that action will be taken against establishments that fail to comply with the rules.

As per the directions, all new bulk waste generators will have to set up decentralized wet waste processing units with adequate capacity. These facilities must also include horticultural waste processing arrangements so that the entire wet waste generated within the premises can be disposed of in a timely and safe manner. The administration said that negligence in waste management or failure to make the required arrangements will invite action under the rules.

The corporation also clarified that no transaction will be allowed with any entity operating without mandatory registration. Waste will only be sent to registered processors, collectors, waste pickers, or decentralized processing facilities. This is expected to help curb open dumping, unscientific transport, and environmental pollution.

Annual compliance has also been made compulsory. Bulk waste generators will have to file annual returns on the central online portal by June 30 every year. These returns will then be made available to local bodies for further action and will also be placed in the public domain on the municipal corporation’s website.

Instructions have also been issued for the immediate removal and scientific treatment or use of construction waste generated during building activities. The municipal corporation said these steps will strengthen sanitation systems in the city, make waste management more transparent, and give new direction to environmental protection.

The administration said the purpose of the new directions is to make waste management effective at the ground level, increase resource recycling, and make the city cleaner, safer, and more environment-friendly.
