Illegal CSC Centres Near Haldwani RTO Under Scanner, ARTO Recommends Action Against Overcharging Operators

Assistant Regional Transport Officer (Administration), Haldwani, Bipin Kumar Singh, has written to the District Magistrate and Senior Superintendent of Police, Nainital, seeking strict action against unauthorized CSC centres involved in charging applicants more than the government-prescribed fees for transport-related services.
According to the official communication, the department had been receiving repeated complaints that certain CSC operators near the RTO main gate were collecting excess money from applicants visiting for transport department services. Acting on the complaints, the ARTO conducted a field inspection of the nearby CSC centres on May 21, 2026.
During the inspection, all operators were directed to charge only the fees fixed by the government and to prominently display the official fee list and flex boards at their centres. However, the inspection also revealed that several centres were operating without valid recognition or approval from the competent authority, which is a clear violation of government rules and orders.
The centres found allegedly operating without authorization include Mahalaxmi Online Services Centre, Rawat Online Service, Golju Online Service, Ajay Online Sewa Kendra, and Bhatt Online Service.
In his letter, the ARTO requested the authorities to take action as per rules against such unauthorized centres and against operators allegedly collecting excess charges, so that such irregularities can be effectively curbed and complaints do not recur in future.
Copies of the letter have also been sent to the District Magistrate, Nainital; Senior Superintendent of Police, Nainital; and the Divisional Transport Officer (Administration/Enforcement & Road Safety), Haldwani Division, for necessary action.
