Dispute Over Nazul Land Freehold Process in Nainital, Landholders Object to Heavy Notices,
Haldwani: The process of converting Nazul land into freehold in Nainital district has once again sparked controversy. Haldwani Mayor Gajraj Singh Bisht along with members of the Sikh community submitted a memorandum to former Chief Minister and Governor Bhagat Singh Koshyari demanding action. The state government had introduced the Nazul land freehold policy in 2009, which was later revised under High Court and Supreme Court directives, leading to the implementation of a new Nazul policy (No. 880/V-1/2021, 28 N.L.) on December 11, 2021. The policy aimed to provide relief to landholders.
However, just two years after applying for freehold, landholders have been served hefty notices by the District Magistrate’s office. The reason cited is the difference between the prevailing circle rate and the base rate set in the 2021 policy. Residents argue that the policy clearly specifies rates should be based on the circle rate as of November 9, 2000, but this provision is being ignored. This has led to confusion and resentment among citizens, who are demanding clear instructions from the state government to prevent unnecessary financial burden.
During the protest, state convener Gurmeet Singh Chandok, Sarpreeet Singh Kohli, local councillor Pankaj Tripathi, Dipesh Joshi, Sharad Agrawal, Manpreet Vij and several others were present.
